National Governance Index and Modernization of Developing Countries
The modernization of national governance capacity is an important part of the modernization of developing countries,and the measurement and construction of national governance capacity relies on a scientific evaluation system of governance index.This paper teases out the historical evolution,theoretical concepts and constructive methods of national governance indexes,and explores the politico-economic logic of these indexes.Through research on the Worldwide Governance Indicators(WGI),Democracy Index(DI),Rule of Law Index,etc.,this paper reveals the problems that may arise from a Western-dominated national governance index in assessing the governance capacity and performance of developing countries.It highlights the urgency of constructing a national governance index with developing countries as the main body,centered around the people and is based on actual performance,which can therefore serve South-South cooperation and the practice of development.
