Integrated Governance:A Theoretical Framework for Urban Risk Reduction
The practice of city government to resolve urban risks can be classified into institutionalized emergency management and technology-enabled emergency management.Because these paths of urban risk resolution are either too fragmented or static,integrated governance,as a dynamic response approach,has emerged.Integrated governance is the overall collaborative integration of governance elements including values,systems,organizations,actors and technologies.The operation mechanism of integrated governance consists of risk consensus production mechanism,dynamic risk decision-making mechanism,mobilization mechanism,coordination mechanism,and the dynamic logical relationship among the four mechanisms.At present,the practice of integrated governance faces such problems as a lack of trust and consensus,and the inefficient empowerment of digital technologies.Thus,it is necessary to build a stable and sustainable cross-departmental cooperation network and an inclusive organizational environment that actively absorbs the latest technological achievements.
