Social Governance as an Idea of Governing the Country:Academic Heritage and Theoretical Construction
Social governance implies not only the management of social affairs,but also a whole new concept of governing the country,at the core of which is the collaborative interactions among multiple governance actors and complimentary embedding of multiple governance mechanisms.The building of a social governance community requires the formation of a network through collaborative interactions among multiple parties,and its effective operation requires the complimentary embedding of administrative,market and community mechanisms,and requires the government to play a leading role in the governance of governance(namely meta-governance).The academic explorations in collaborative interactions among state,market,and societal actors as well as their implications has been already fruitful,but rather those in complimentary embedding of administrative,market and community mechanisms are yet to be expanded and developed.The combination of the actor-centered and mechanism-centered approaches is helpful not only in injecting Chinese elements into the research on the development of new paradigms of governance theories,but also extending the applicable scopes of social governance from social affairs at the grass-root level to economic,social,political,legal,cultural and international affairs.
