The Evolution of Government Responsibility System of Greater London Over the Past Hundred Years
Over the past 100 years,the responsibility system of metropolitan government in London has undergone several rounds of adjustment.This paper reviews the reform process in the past 100 years from the London County Council to the establishment and abolition of the Greater London Council and to the establishment of the Greater London Authority,and analyzes its influencing factors.The evolution of the responsibility system of the government of metropolitan London is characterized by the upward transfer of powers and responsibilities and loose division of labor between the two tiers of government.The evolution is stimulated by changes in social and economic environment,and the gaming between two parties affects the allocation of power and responsibility of the Greater London government.Catalyzed by technological development,the Greater London government holds the power to plan and build a smart city.
