The Digital Construction of State Co-ordination Capabilities:Based on the Integration of Inter-Provincial Government Services
With a sharp increase in social mobility and demands for public services in any province in the country,there is an urgent need for the state to make overall efforts to promote inter-provincial government services.The construction of digital government has experienced business-oriented"shaftization"and local-oriented"localization",which has become a key problem for the country to promote cross-regional governance as a whole,such as the decentralization of governance interface,the localization of innovation diffusion and the hindrance of hierarchical governance.Through an investigation of the historical process of promoting inter-provincial government services,it is found that the open embeddedness of the integration platform of government services provides a technical framework for the cross-border integration of decentralized governance interfaces;the regional cooperation embedded integration platform provides an organizational network for the series diffusion of cross-regional governance innovation;the gradual adjustment of the high-frequency to-do list provides an institutional basis for the agile iteration of hierarchical governance blocking.The platform enables national cross-regional governance and hierarchical interaction,providing an observation window for understanding the digital construction of national overall planning capacity,and constituting an important dimension to understand the transformation of national capacity in the digital age.
