Information,Scale,and Effective Governance:The Chinese Experience in Comparative Perspectives
Information plays a central role in modern state governance.This paper adopts an information politics perspective and analyzes the information basis of China's efforts to achieve effective governance of societies with large population sizes.The Chinese state governance system has institutional and extra-institutional channels of collecting information on socio-economic development and social governance,through both top-down and bottom-up information flows.Different actors in the governance system not only proactively collect and process information,but also become targets of information collection.The plurality of the information environment has enabled China to achieve rapid growth while maintaining social stability in the past decades.Moreover,the socioeconomic development and technological advancement have brought new changes to the mechanisms of information flow,presenting new challenges and opportunities to state governance.
