National Governance Unit:A New Perspective on the Governance of Megacities
This paper holistically regards Chinese megacities as a spatial unit for the modernization process of national governance,surpassing the theoretical approach of only exploring static,decentralized and technological governance issues within the governance of Chinese megacities.From the perspective of the interaction between state power and megacity space,this paper explores the meta-governance path of Chinese megacities.To clarify the relationship between power,institutions,and space of Chinese megacities as national governance units,it is necessary to carry out comprehensive governance reforms,which include devolution,enhancement,burden reduction and connection.Devolution refers to embedding megacities into national governance platform and optimizing the accountability system of megacities'governance.Enhancement represents enhancing megacities'ability to serve the national strategy and bringing forth new ideas and new ways in city governance.Burden reduction means re-balancing development and security to reduce megacities'inessential burdens.Connection is connecting megacities to more resources to release their potential for facilitating the interplay between domestic and international economic flows.
