The Practical Form of Compound Mobilization System in Grassroots Governance
The party,the state and society are the three major mobilization bodies in the CPC's leadership system.On the basis of'two-pronged theory'of party mobilization and administrative mobilization,and'two-layer structure theory'of administrative mobilization and social mobilization,the paper puts forward'compound mobilization system theory'on the three-dimensional relation of'party-state-society'.It is a compound practice form of party mobilization,administrative mobilization and social mobilization that coexist and interact with each other.Compound mobilization system represents the intersection of the three relationships,namely between the party and the masses,between the government and citizens,and between society and individuals,which not only contains the balance of internal tensions among the logic of the masses,of citizens,and of individuals,but also reflects efforts by the grassroots society to construct political order,management order and life order.The essence of compound mobilization system is to adhere to the CPC's core leadership,and through the joint efforts of party mobilization,administrative mobilization and social mobilization,consolidate the CPC's governance foundation and achieve the organic unity of,advancing the modernization of state governance and stimulating the vitality of social autonomy.
