Building a Coordinated Institutional System for Triple Distribution:A Study of Political Economy
From the perspective of Western economic theory,primary distribution,secondary distribution,and tertiary distribution are three independent distribution processes.In the practice of Chinese modernization,the three distributions are closely linked and work together with one another.However,there are some problems in the actual process of triple distribution.To solve these problems,it is necessary to rely on the classic interpretation of income distribution in Marxism and combine with the changes in the overall pattern of income distribution in China to improve the key institutions in the coordination of the three distributions,including improving the basic public service system with employment taking the lead,realizing the sharing of state-owned capital gains by all the people through various channels,and building a coordinated mechanism for the three distributions with direct taxation as the core.Therefore,it is necessary to grasp the construction of the income distribution system with a systematic approach,and integrate the optimization of income distribution structure,the enhancement of social fairness and justice,and the goal of achieving common prosperity for all into the macroeconomic governance policy system with Chinese characteristics.
