A Study on China's Notification Commitment System Reform
The notification commitment system replaces prior approval with prior commitments,reasonably utilizing credit regulation to simplify approval processes,regulate governmental power,relax entry barriers,and reduce institutional transaction costs,thereby creating a market-oriented,law-based,international,and convenient business environment.Currently,the reform of China's notification commitment system mainly centered on the gradual exploration of pilot programs in the areas of integrated administrative approval,item-list-based commitment,and systematic credit supervision.However,there are systemic deficiencies in institutional systems,information technology,regulatory tools,and joint rewards and punishments,which call for an accelerated and holistic advancement of the notification commitment system reform.To that end,the paper puts forward possible measures including institutional integration to improve the policy system,mechanism innovation to deepen reforms on streamlining government functions,regulatory coordination to ensure compliance and commitment,clear responsibilities to strengthen joint rewards and punishments,and collaborative efforts to promote multi-party coordinated governance.
