Innovation and entrepreneurship education is an important foundation for the widespread dissemination of technology in the social system. However, the existing theoretical research on innovation and entrepreneurship education has overlooked the crucial role of policy guidance. Therefore, firstly, this paper conceptualizes policy chain as direct policy and indirect policy. Then, starting from the perspective of five chains integration, the moderating effects of different policy patterns on the relationships between the education chain, talent chain, industry chain, innovation chain, and satisfaction with innovation and entrepreneurship education are examined.Through empirical testing based on a questionnaire survey of universities in Beijing,it is found that the education chain, industry chain, innovation chain, and talent chain positively influence the satisfaction with innovation and entrepreneurship education.Direct policy positively moderates the relationships between the education chain and talent chain, and the satisfaction with innovation and entrepreneurship education.Indirect policy positively moderates the relationships between the industry chain and innovation chain, and the satisfaction with innovation and entrepreneurship education. The findings provide insights for optimizing innovation and entrepreneurship education in China.
