There are institutional difficulties such as the"dualistic separation"between Universities and Grandes Écoles among the higher education in France.The policy and practice of the coordinated development of French higher education institutions can be summarized as the marketization,localization,diversification and integration,diversification and vocationalization of higher education.Drawing on France cases,it seems that we should formulate plans and guidelines from the perspective of higher education's internal functions and external needs,utilize the state-market-institution coordination mechanism to solve the shortcomings and blockages in the classification of institutions,to optimize the ecology of higher education,and provide safeguards and support through effective initiatives.
