The course of Urban and Rural Planning Management and Regulations is one of the basic contents of the construction of the planning discipline system,and is of great significance for cultivating students'legal consciousness of planning management and urban governance.Based on the strategic background of the reform of the national spatial planning system and the modernization of national governance capacity,this paper constructs a basic understanding of the course of Urban and Rural Planning Management and Regulations from three aspects:consolidating basic education,adapting to the needs of transformation,and expanding the spatial dimension.It also analyzes the problems existing in the training objectives,knowledge system and teaching scheme in the course teaching.On this basis,this paper puts forward the path of curriculum teaching reform,including:expanding governance graph in teaching content,solidifying governance thinking in teaching practice,and enriching governance scenarios in teaching mode.Combined with the curriculum teaching practice of Shenzhen University,this paper hopes to form a spatial governance oriented urban and rural planning management and law teaching reform experience,in order to better adapt to the new requirements of economic and social development.
