International students majoring in petroleum engineering mainly come from developing energy countries, with different cultural and learning backgrounds. They have highly demand for learning engineering scenarios and cases. The single online and offline teaching mode in the learning process of engineering courses is not effective for students. This paper proposes a hybrid learning model based on PBL-SPOC,which involves the construction of basic teaching content and materials for SPOC,as well as the construction of offline PBL engineering problems and cases.Through reasonable teaching design, the integration and feedback between online SPOC basic theory and offline PBL engineering problems and cases can be achieved, providing a new model for the teaching of engineering courses for international students in the new era of the"the Belt and Road".
