Previous researchers have generally focused on the construction of degree programs,but there are relatively few systematic evaluation studies on the construction effectiveness and growth potential of local newly applied-for master's degree-granting universities and master's degree cultivation colleges and universities.Taking local newly applied-for master's degree-granting universities with industry-specific backgrounds as examples,this paper constructs an effectiveness evaluation model using quantitative and qualitative methods,aiming to provide references for the development of local application-oriented universities.The construction effectiveness and growth potential are evaluated from five aspects in accordance with the basic conditions for applying for master's degree granting.Combined with the actual situation of a local university,an evaluation model is constructed.Taking the master's degree cultivation colleges and universities from 2021 to 2023 as samples,it is found that each cultivation point has different emphases on the completion of indicators,and a single indicator cannot comprehensively evaluate the overall effectiveness.It is more reasonable to set indicator weights for a comprehensive evaluation based on the current situation and shortcomings of the school.This model can dynamically adjust the weights according to the characteristics of the development stage to promote the construction of master's degree cultivation colleges and universities.
