江苏高水平大学学科高层次人才引进政策与策略研究

2021 年江苏省政府启动江苏高水平大学建设高峰计划,进一步明确江苏高水平大学建设的总体目标、主要任务、实施项目和保障措施,加快推进江苏高等教育内涵式发展,不断提升高校服务高质量发展的能力和水平.高校高层次学科带头人引进和培育,可以提升高校的学科水平和国际竞争力.通过选取江苏高水平大学 22 所高校,分析高校的学科点和博士点建设情况,高层次人才引进政策和领域以及高层次人才引进"五唯"现象,提出学科博士点建设、建立灵活多样人才引进制度以及健全学科高层次人才评价体系等对策建议.
In 2021,the Jiangsu Provincial Government launched the peak plan for the construction of high-level universities in Jiangsu,further clarifying the overall goals,main tasks,implementation projects,and guarantee measures for the construction of high-level universities in Jiangsu,accelerating the connotative development of higher education in Jiangsu,and continuously improving the ability and level of universities to serve high-quality development.The introduction and cultivation of high-level discipline leaders in universities can enhance their disciplinary level and international competitiveness.By selecting 22 high-level universities in Jiangsu,analyzing the construction of discipline and doctoral programs,policies and fields for introducing high-level talents,and the"five only"phenomenon of high-level talent introduction,this paper proposes countermeasures and suggestions for the construction of discipline doctoral programs,the establishment of flexible and diverse talent introduction systems,and the improvement of the evaluation system for high-level talents in disciplines.
