Assisting Governance with Newspaper:Source Tracing of the Tibetan Vernacular Newspaper and Amban's Media Goverance Practices in Xizang
Based on the Tibetan Vernacular Newspaper published in the 34th year of the reign of Emperor Guangxu in the Qing Dynasty,and its comparison with the contents of domestic Guanbao(official gazette),this article clarifies the content composition,information source,and reporting framework of Tibetan Vernacular Newspaper for the first time,and analyzes its media effectiveness in local governance in Xizang.The study finds that the main content of Tibetan Vernacular Newspaper comes from the Sichuan Official gazette and Xizang local government,and the content of each column corresponds precisely to the New System Reforms of Amban at the end of the Qing Dynasty.The newspaper intervened in the local governance of Xizang from the aspects of building an administrative communication system,a public information platform,and a window for people's mobilization,respectively,realizing the mass dissemination of news from the other parts of China in Xizang for the first time,and initially presenting a clear statement and practical exploration of the newspaper's features and function in Tibetan literature.Assisting Governance with Newspapers illustrates the internal logic of the transformation of local governance in Xizang in the late Qing Dynasty,which established the basic value coordinates of China's ethnic journalism.
