Deciphering the Updated Nation-al Security Strategy of Russia
In July 2021,Russia unveiled its new version of National Security Strate-gy(hereafter termed the Strategy).As the basic strategic planning document that defines the priorities of Russia in various fields,the Strategy consists of five chapters,which expound on the international situation confronting Russia,its national security risks,national interests,strategic priorities,and policy goals and tasks.Notably,the Strategy identifies nine strate-gic national priorities considered essential to ensuring Russia's national security.The Strategy exhibits distinctive features,from which one can infer the policy orientations of Russia.Domestically,the policies of Russia will become more stringent;eco-nomically,it will increasingly emphasize security and self-reliance;and diplomati-cally,it will seek opportunities amid chaos,with a focus on the former Soviet Union region(the"special military operation"against Ukraine serves as a good example in this respect)while paying increased attention to several emerging issues.In summary,general stability can be expected in Russia over the foreseeable future;the Russian economy will face grave challeng-es;and confrontation and competition will define Russia-West relations in the long run.
