The Historical Experience of China in Developing Foreign Relations and Defending Na-tional Security since 1949
A review of the historical experience of China in developing foreign relations and defending national security since 1949 can provide valuable lessons for enhancing positive interactions between China and the rest of the world in today's increasingly competitive international environment,which will help seize the strategic initiative and provide a security guarantee for the great rejuvenation of the Chinese nation.First,we must have an accurate understanding of global trends.Only by following the trend of the times can we effectively defend national security.Second,we must strike a proper balance between security demand and strategic capacity to control strategic risks effective-ly.Third,we must have strategic priorities during the process of unified planning with due consideration for all concerned.Strategic focus must be maintained,and when necessary,forces be fully mobilized and concentrated to safeguard China's core national interests.Fourth,we must uphold the strategic guideline of active defense that combines offense with defense.Fifth,we must actively expand the strategic initiative by adeptly seizing opportunities and turning crises into opportunities.Particularly,major historical occasions provide perfect opportunities for substan-tially enhancing international influence.In this process,we must take into full account the destabilizing factors in international affairs and be prepared,both in thinking and action,to respond to major strategic accidents that may arise.
