Strategic Thinking on the Russia-Ukraine Conflict from the Perspective of a Holistic Approach to National Security
General Secretary of the Communist Party of China Central Com-mittee Xi Jinping has creatively put for-ward a holistic approach to national security,making a major breakthrough beyond the traditional national security concepts and providing the world with a new one characterized by universality and inclusivity.This paper uses a holistic approach to national security to analyze the ongoing Russia-Ukraine conflict:its underlying causes,latest developments,tactics deployed,and potential implica-tions.The outbreak of the Russia-Ukraine conflict has highlighted the antagonism between different national security paths of the United States,Russia,and Ukraine.Moreover,it has proven that the path of national security with Chinese characteris-tics is the right path we should adhere to and,at the same time,we should steadfast-ly pursue peaceful development.The process of the Russia-Ukraine conflict has foregrounded the necessity and scientifici-ty of balancing development and securi-ty—that is,a higher state of national security provides a guarantee and support for high-quality development,whereas high-quality development improves the competence and efficiency of national security work.The form of the Russia-Ukraine conflict,typified by the intertwin-ing of traditional and non-traditional security issues,has indicated that,to safeguard its national security,China must coordinate a full spectrum of security issues,be prepared for worst-case scenari-os,and remain keenly alert to potential dangers.Importantly,efforts should be made to strengthen a well-coordinated,interconnected,and multi-pronged ap-proach.The consequences of the Russia-Ukraine conflict have shed light on the complexity of the international security environment where disorder prevails.It has also underscored the importance of paying equal attention to our security and the common security of the world.China should continue to encourage all other countries to pursue peaceful development,actively respond to the legitimate security concerns of the international community,and promote a new type of international security framework featuring mutually beneficial cooperation under the vision of a community with a shared future for mankind.
