Can China and the United States Jointly Build a Community with Shared Responsibilities for Human Security?
The traditional concern of China-US security relations is geopolitical,economic,and international security.However,the United States has been currently adopting a"pressuring and excluding"policy towards China in at-tempts to maintain its global hegemony.Consequently,the China-US security relations in the above-mentioned three domains can barely maintain a precarious balance.A continued strategic competition between the two countries may lead to the intensification of their contradictions or even conflicts.The realistic security con-cepts and security governance models based on interests and values can by no means help the China-US security rela-tions break out of the old paradigm and move back on the track of healthy devel-opment.China and the United States should introduce human security issues to the existing international security con-cepts centered on national interests within the conceptual framework of a holistic approach to national security and a com-munity with a shared future for mankind.This will greatly facilitate their efforts to overcome the barriers of bilateral interests and contesting values towards the building of a community with shared responsibili-ties for the security of all mankind.Thus,the China-US relations may leap over the current difficulties.
