Balancing Development and Security:Evolutionary Logic and Contemporary Values
China has always attached great importance to the relationship between development and security.Since the founding of the People's Republic,China has adjusted its views on security and development in light of changes in domestic and international situations.It has gone through three different periods in terms of its approach to development and security—i.e.,prioritizing security before the launch of reform and opening up in 1978,prioritizing development between 1978 and the 18th CPC National Congress,and gradually balancing devel-opment and security since the 18th CPC National Congress.Currently,with the once-in-a-century global changes evolving at a faster pace and traditional and non-tra-ditional security threats becoming increas-ingly interwoven,China is confronted with unprecedented external challenges.However,its capability to safeguard na-tional security awaits improvement.Based on a clear understanding of the situation,the CPC Central Committee with Comrade Xi Jinping at its core has put forward a holistic approach to national security.Moreover,it has made"balancing develop-ment and security"a guideline for China's socio-economic development and a major principle underlying the CPC's gover-nance,thus providing guidance for our pursuing the path of national security with Chinese characteristics.
