Emerging Technologies and National Security:Development Laws,Governance Logic,and Practical Dimension
In the unfolding new round of scientific and technological revolution,emerging technology governance has become a topic of great concern to all countries.The issue is not just about whether a country can gain an edge in future development and hence enhance its national strength;more importantly,it affects a country's ability to effectively safe-guard national security while attaining international competitive advantages.Therefore,following the development laws of emerging technologies and exploring the inherent logic of relevant governance are of great strategic significance to effec-tive governance.This thesis starts from the characteristics of emerging technologies,with an aim to reveal the"insecurity"embedded in their development laws and the accompanying systemic security risks.Furthermore,based on a comparative perspective of traditional technology governance,it attempts to look deeper into the shifting security preferences in the logic of emerging technology governance before discussing the forward-looking governance pathway toward constructing"nested"national security.
