A Comparative Study of the Global Security Initiative and Western Security Concepts:Surpassing through Innovation
Given the current context of the once-in-a-century changes shaping today's world,the international security order is confronted with grave challenges.The logical starting point for Western secu-rity theories,ranging from realism and liberalism to constructivism,is anarchy.Their weaknesses have become increas-ingly apparent in the face of ongoing challenges.One of the root causes of the problem is their inability to keep their distance from power games,as they are intended to serve the needs and facilitate the spread of Western capitalism in differ-ent developmental stages.By contrast,the Global Security Initiative(GSI)upholds China's long-held independent foreign pol-icy of peace and promotes the building of a community with shared security for all humanity,thereby mapping out the road toward bridging the deficits in peace,security,development,and governance.It has also charted a new direction for over-coming the global security dilemma.The GSI is fundamentally different from Western political and security concepts;in fact,it has surpassed Western security theories by developing what is healthy and discarding what is not in such theories.To implement the GSI,it is feasible that we firmly safeguard the international system with the United Nations(UN)at its core,the international order underpinned by international law,and the basic norms governing international relations based on the purposes and principles of the UN Charter.In addition,we should continue our efforts to pursue common and univer-sal security and actively seek political solutions to regional hotspot issues.
