National Security Council of Japan:Functions,Mechanisms,and Development Trends
The National Security Council(NSC)of Japan originated from the National Defense Council in the 1950s.The creation of the NSC and the National Security Secretariat,which are collectively termed"the NSC mechanism,"is closely related to the conservative forces preva-lent in the country,who actively pursue a rapid development and increased utiliza-tion of Japan's military power.The func-tions of the NSC include deliberating on important matters with regard to Japan's national security;formulating national security strategies,laws,and policies;coordinating policies;responding to serious emergencies;and collating intelli-gence.Looking ahead,the NSC will act as Japan's de facto decision-making body responsible for matters pertaining to national security.Playing its full role,however,remains subject to a number of constraining factors.
