摘要
国际科技合作能够有效促进高等院校基础科学发展、科研院所应用技术创新、高新技术企业科技成果孵化,应当制定行之有效的国际科技合作发展战略,推动国家科技事业长足进步.SWOT分析法是管理学常见的战略规划工具,它能系统剖析工作体系中存在的优势与劣势、机遇与挑战等因素,有助于制定指导性较强的发展战略.科研院所处于"产学研"合作的中游,发挥着承上启下的关键作用,为其制定长期可靠的高质量发展战略尤为重要.SWOT分析法可以全面评估科研院所国际科技合作的各类影响因素,以制定短期、中期、中长期的渐进式发展战略,为国家科技强国建设提供多维度、可持续的智力支持.
Abstract
International scientific and technological cooperation can effectively promote the development of basic science in colleges and universities,the application of technological innovation in research institutes,and the incubation of scientific and technological achievements in high-tech enterprises,so it is necessary to formulate effective development strategies for international scientific and technological cooperation to promote the progress of the national scientific and technological cause.SWOT analysis is a common strategic planning tool in management science,which can systematically analyze the strengths and weaknesses,opportunities and challenges as well as other factors in the work system,and helps to formulate an appropriate and applicable guiding development strategy from the top-level view.As research institutes work as intermediate links between universities and industries in the"Industry-university-research institute"cooperation system,it is particularly important to formulate a long-term and reliable high-quality development strategy for them.The SWOT analysis can comprehensively assess the various influencing factors of international scientific and technological cooperation of research institutes,which enables the scientific formulation of short-,medium-,medium-and long-term progressive development strategies,providing a multi-dimensional and sustainable intellectual support for the construction of a scientific and technological power.
