摘要

科技创新能力是一国综合实力和竞争力的核心要素,是经济增长、社会发展的核心驱动力.虽然我国科技创新水平和科技投入力度在逐年增长,但其强度相较于发达国家仍较低.本文以中国内地30个省份(西藏除外)1995年-2019年的面板数据为基础,在设立柯布-道格拉斯生产函数的基础上,将科学技术投入因素引入到生产函数中;并且通过经济增长核算理论,从时间维度对比分析我国"十五"规划至"十三五"规划期间各省份的科技投入对经济增长的拉动率以及科技创新贡献率.实证结果表明:(1)各省份在不同规划时期的科技投入对经济增长的拉动率差异较大(2)不同规划时期各省份的科技创新贡献率呈现不同特点(3)科技投入量越大科技创新贡献率也就越高,二者成正比关系.并根据探究结果提出了一些相关建议:各省份应进一步提高科技投入力度、促进科技产业结构转型等最终达到推动经济增长的目的.

Abstract

Science and technology innovation capability is the core element of a country's comprehensive strength and competitiveness,and is the core driving force of economic growth and social development.The role of science and technology investment in promoting economic growth is indisputable,and although the level of science and technology innovation and the intensity of science and technology investment in China are increasing year by year,their intensity is still low compared with that of developed countries.Based on the panel data of 30 provinces in mainland China(except Tibet)from 1990 to 2019,this paper introduces science and technology input factors into the production function on the basis of the Cobb-Douglas production function;and through the economic growth accounting theory,we compare and analyze China's investment in science and technology from the Tenth Five-Year Plan to the Thirteenth Five-Year Plan from the time dimension.The results show that:(1)the economic growth of China's provinces during the period from the Tenth Five-Year Plan to the Thirteenth Five-Year Plan has been boosted by the investment in science and technology and the contribution rate of science and technology innovation.The empirical results show that:(1)the pull rate of science and technology investment to economic growth varies greatly among provinces in different planning periods.(2)The contribution rate of science and technology innovation of each province in different planning periods shows different characteristics.(3)The greater the amount of science and technology investment,the higher the contribution rate of science and technology innovation,and the two are directly proportional to each other.And according to the investigation results,some relevant suggestions are put forward:each province should further improve the science and technology investment,promote the transformation of science and technology industrial structure,etc.to finally achieve the purpose of promoting economic growth.
