城投公司债务风险及其防控研究

摘要
城投公司在推动我国城镇化和基础设施建设方面起到了重要作用,但也面临着债务风险不断累积的问题.本文首先介绍地方城投公司的概念,阐述其在支持地方经济社会发展中的重要功能.随后重点分析当前城投公司所面临的主要债务风险,包括偿债压力大、债务结构不合理、盈利能力低下以及政府过度干预等突出问题.针对这些问题,本文提出分类处置现有城投公司、鼓励城投公司拓展多元化经营、理顺政企关系、完善公司治理等一系列对策建议.
Abstract
Urban investment companies have played a crucial role in promoting urbanization and infrastructure development in China.However,they are also facing the challenge of accumulating debt risks.This paper first introduces the concept of local urban investment companies and elucidates their significant functions in supporting local economic and social development.Subsequently,it focuses on analyzing the main debt risks currently faced by these companies,including high debt repayment pressure,irrational debt structure,low profitability,and excessive government intervention.In response to these issues,the paper proposes a series of countermeasures and suggestions,such as categorized disposal of existing urban investment companies,encouraging diversified operations,rationalizing government-enterprise relationships,and improving corporate governance.
