摘要
当前水利工程在招标控制价编制中存在信息收集不充分、成本估算偏差、市场风险评估不足、合同条款不够明确等问题,影响了招标控制价的编制质量.本文通过对现有招标控制价编制流程及存在问题进行分析,结合水利工程特点提出了加强前期调研与信息收集、优化成本估算模型、引入第三方评估机制、细化合同条款与风险管理、提升从业人员素质与培训等策略,以期提高招标控制价的编制质量,降低项目成本,提升工程质量和效益.
Abstract
At present,there are problems in the preparation of bidding control prices for water conservancy projects,such as insufficient information collection,cost estimation deviations,insufficient market risk assessment,and unclear contract terms,which affect the quality of the preparation of bidding control prices.Based on the analysis of the existing bidding control price preparation process and existing problems,this paper puts forward strategies such as strengthening preliminary research and information collection,optimizing the cost estimation model,introducing a third-party evaluation mechanism,refining contract terms and risk management,and improving the quality and training of practitioners based on the characteristics of water conservancy projects,in order to improve the quality of the preparation of bidding control price,reduce project costs,and improve project quality and efficiency.
