"双碳"背景下西北高原公路绿色施工评价

针对西北高原生态保护区生态环境脆弱的特点以及公路绿色施工评价体系现状,提出一种基于灰色聚类法和改进雷达图分析法的公路绿色施工综合评价方法。通过分析提出了"双碳"背景下西北高原生态保护区绿色施工内涵,基于PSR模型及目标分解法从"节地"、"节能"、"节水"、"节材"、"环境保护"、"施工人员管理"及"碳排放"等7个方面建立了西北高原生态保护区公路绿色施工评价体系,其中增加了"耐腐蚀混凝土使用率"、"生物多样性保护"、"绿色施工管理体系"、"绿色施工知识培训"、"现场施工管理"、"材料生产阶段减碳率"、"材料运输阶段减碳率"和"道路施工阶段减碳率"等二级指标;运用层次分析法和熵权法确定各评价指标组合权重;采用灰色聚类法确定绿色施工等级,然后利用改进雷达图分析法对拟评项目的相对优劣进行分析;最后以青海省加西公路为例,运用建立的评价体系进行评价,进一步验证评价体系的合理性及适用性。研究结果表明:(1)应将碳排放相关指标纳入到西北高原生态保护区公路绿色施工评价体系中;(2)决定西北高原生态保护区公路绿色施工等级最主要的因素是道路施工阶段减碳率、可再生能源利用率、现场施工管理和就地取材率。
Evaluation of Green Construction of Highway in Northwest Plateau in the Context of"Carbon Peak and Carbon Neutral"
In view of the characteristics of fragile ecological environment and the status quo of highway green construction evaluation system in the country's northwest plateau ecological protection area,a comprehensive evaluation method of highway green construction is proposed based on grey clustering method and improved radar map analysis method.The connotation of green construction in northwest plateau ecological protection area under the background of"carbon peak and carbon neutral"is put forward through analysis.Based on PSR model and objective decomposition method,the green construction evaluation system of highway in Northwest Plateau Ecological Reserve is established from seven aspects:"land saving","energy saving","water saving","material saving","environmental protection","construction personnel management"and"carbon emission".Among them,secondary indexes such as"utilization rate of corrosion-resistant concrete","biodiversity protection","green construction management system","green construction knowledge training","site construction management","carbon reduction rate in road construction stage"are added.The combination weight of each evaluation index is determined by AHP and entropy weight method.The green construction grade is determined by grey clustering method,and then the relative advantages and disadvantages of the proposed project are analyzed by improved radar map analysis method.Finally,taking Jiading-Xihai Highway in Qinghai Province as an example,the evaluation system is applied to further verify the rationality and applicability of the evaluation system.The results show that:(1)carbon emission related indexes should be incorporated into the evaluation system of highway green construction in the Northwest Plateau Ecological reserve.(2)The main factors that determine the road green construction grade in the Northwest Plateau Ecological Reserve are carbon reduction rate,renewable energy utilization rate,site construction management and local materials rate.
