Attention Allocation of Local Governments on the School-enterprise Cooperation Policy
Local government is the main body of implementing the policy of industry-university integration,and its reasonable decision-making behavior depends on the reasonable allocation of attention.This paper takes the policy texts of industry-university integration in 25 provinces and cities from 2018 to 2020 as the research object,analyzes the policy content by using NVivo 11 Plus qualitative analysis software,and presents the specific characteristics of local governments in the deepening of industry-university integration.This study finds that in terms of policy themes,the attention allocation of local governments is generally consistent with that of the central government,but they have different emphases in specific thematic areas,with inter provincial differences.
