Study on Holistic Governance of Public Policy Transmission Distortion
As for Public policy transmission distortion,it refers to the situation when public policy cannot correctly refl ect the real state of the policy in the transmission process due to the interference of various factors. This paper concludes specific forms of distortion as policy retention,policy misinterpret,policy additive and policy lag.Public policy’s own defects,lack of understanding of the interests against the game,the imperfect transmission channel,the fragmentation of government coordination mechanism,the unbalanced allocation of government’s financial resources and powers and the imperfect policy supervision mechanism are the chief criminals of public policy transmission distortion.Public policy transmission distortion has brought negative infl uence to the economic and social development.Effective governance of public policy transmission distortion,need to adopt the six-in-one framework of holistic governance for the transmission distortion:high driving-source governance-hierarchy governance-multiattribute governance-power governance-monitoring.The strategies of Holistic Governance include that strengthen the integration of organization construction,improve the coordination and integration mechanism of interests between in public policy transmission bodies,perfect public policy transmission channels and so on.
