Digital Transformation of Production Safety Regulation from the Perspective of Multiple Institutional Logics:A Case Study Based on the X Chemical Park
The digital transformation of production safety regulation is crucial for improving governance efficiency and public safety.This article employs the theory of institutional logics,incorporating the national logic,bureaucratic logic,market logic,digital logic and risk logic in the analysis framework.Taking X Chemical Park as a typical case,it conducts a longitudinal analysis to track the process of digital transforma-tion in production safety regulation,and to reveal the coevolution of multiple institutional logics during this process.In the first stage,the na-tional logic absorbed the characteristics of high efficiency and objectivity of the digital logic and the characteristics of uncertainty and external-ities of the risk logic,manifesting in framing digitalization as a key strategy to improve public safety;In the second stage,the bureaucratic and digital logics were mutually reinforced due to the shared characteristics in omniscience and omnipotence.In the third stage,as the priority of digital logic was enhanced and the priority of risk logic decreased,this led to the crowding out of market logic and competition between risk logic and other institutional logics.This accumulated effect caused the strategic response of grassroots actors.By integrating a multi-actor and process-oriented research perspective,this article analyzes how the interactions among multiple institutional logics influence the process and outcomes of the digital transformation in production safety regulation.It further discusses strategies for restructuring the multiple institutional logics,providing reference for the improvement of safety regulation systems and the digital transformation of government.
