甘肃省乡村振兴发展水平评价研究
Study on Evaluation of Rural Revitalization and Development Level in Gansu Province—Taking Gansu Province as an Example

摘要
在甘肃省深入推进乡村振兴战略的大背景下,文章建立了乡村振兴评价指标体系,该体系以产业兴旺、生态宜居、乡风文明、治理有效、生活富裕作为准则层,其下构造20个指标层,并选取甘肃省2011-2020年的相关数据进行实证研究.结果表明:乡风文明、治理有效维度权重大幅度提高,产业兴旺、生态宜居和生活富裕3个维度的权重也在波动中实现了提升.因此,在后续发展中应积极发挥民营企业的带头作用;加快建立环境保护制度,促进生态宜居有序推进;加强乡风文明的建设,持续发展繁荣农村文化;提升基层治理能力,助力乡村"治防"并举;针对不同发展水平制定相应的政策.注重乡村振兴水平各维度均衡发展,以此来保障乡村振兴水平持续、均衡、可持续发展.
Abstract
In the context of Gansu Province's in-depth promotion of rural revitalization strategy,this paper es-tablishes a rural revitalization evaluation index system,which takes industrial prosperity,ecological livability,civi-lized rural style,effective governance and affluent life as the guideline layer,and constructs 20 index layers under it,and selects relevant data of Gansu Province from 2011 to 2020 for empirical research.The results show that the weights of the dimensions of rural civilization and effective governance have increased substantially,and the weights of the dimensions of industrial prosperity,ecological livability and affluent life have also increased in fluctu-ation.Therefore,in the subsequent development,we should actively play the leading role of private enterprises;ac-celerate the establishment of the environmental protection system,and promote the orderly promotion of ecological livability;strengthen the construction of rural civilization,and continue to develop and prosper the rural culture;im-prove the grassroots governance capacity,and help the countryside "treatment and prevention" at the same time;and formulate the corresponding policies for the different levels of development,and pay attention to the "rural revi-talization level" of balanced development.The level of rural revitalization should be balanced in all dimensions,so as to ensure the sustained,balanced and sustainable development of rural revitalization.
