甘肃省兰州市科技创新政策实施效果综合分析

近年来,兰州市响应甘肃省提出的强科技、强工业、强省会、强县域"四强"行动,围绕促进科技成果转化、创新人才培育、科创平台建设、科技金融、科技企业、产业体系、科技管理等,出台一系列旨在深化科技改革、推动经济社会高质量发展的科技政策.为客观评价现行科技创新政策实施效果,文章基于模糊综合评价法和熵值法构建甘肃省兰州市科技创新政策实施效果的评估指标体系,对兰州市2017-2021年科技创新供给、需求、环境政策进行评分,对政策实施效果进行综合分析.发现兰州市科技创新政策效果逐年提升,供需政策得分贡献较大,但科技创新环境政策有待进一步加强,并以此提出相关对策建议.
Comprehensive Analysis on the Implementation Effect of Science and Technology Innovation Policy in Lanzhou City,Gansu Province
In recent years,Lanzhou has responded to the "Four Strong" actions proposed by Gansu Province,in-cluding strong science and technology,strong industry,strong provincial capital and strong county.Centering on pro-moting the transformation of scientific and technological achievements,cultivating innovative talents,building scien-tific and technological innovation platforms,science and technology finance,science and technology enterprises,in-dustrial system,science and technology management,etc.,a series of science and technology policies aimed at deep-ening scientific and technological reform and promoting the high-quality development of economic society have been introduced.In order to objectively evaluate the implementation effect of the current scientific and technologi-cal innovation policy,this paper constructs an evaluation index system for the implementation effect of scientific and technological innovation policy in Lanzhou city,Gansu Province based on fuzzy comprehensive evaluation meth-od and entropy value method,scored the supply,demand and environmental policies of scientific and technological innovation in Lanzhou from 2017 to 2021,and comprehensively analyzes the implementation effect of the policy.It is found that the implementation effect of scientific and technological innovation policy in Lanzhou has been im-proved year by year,and the score of supply and demand policy has contributed a lot,but the environmental policy of scientific and technological innovation needs to be further strengthened.According to the above analysis,this pa-per puts forward some relevant countermeasures and suggestions.
