摘要
文章围绕山西省大型科研设施与仪器开放共享,通过走访调研、数据分析、文献调研等研究方法,结合科技管理工作实际,分析山西省大型科研设施与仪器开放共享中存在的问题,梳理出区域内大型科技设施与仪器开放共享中存在的微观政策匮乏、平台数据挖掘不足、供给需求对接不畅、专业技术队伍建设滞后、区域合作差等共性问题.针对大型科研设施与仪器开放共享存在的区域共性问题,从微观政策探索、挖掘平台数据、完善共享服务机制、打造技术队伍、扩大政策宣讲、加强区域合作等方面探讨建议对策,以促进大型科研设施与仪器等科技资源高质量的开放共享.
Abstract
The paper focuses on the open sharing of large-scale scientific research facilities and instruments in Shanxi Province,and analyzes the problems existing in the open and sharing of large-scale scientific research facili-ties and instruments in Shanxi Province through research methods such as visiting investigations,data analysis,and literature research,combined with the actual work of science and technology management.It sorts out the common is-sues existing in the open sharing of large-scale scientific and technological facilities and instruments of the regions,such as lack of microcosmic policy,insufficient platform data mining,poor supply and demand docking,lagging pro-fessional and technical team construction,and poor regional cooperation.In view of the regional common problems existing in the open sharing of large-scale scientific research facilities and instruments,this paper discusses sugges-tions and countermeasures from six aspects:exploring micro policies,mining platform data,improving shared service mechanisms,building technical teams,expanding policy propaganda,and strengthening regional cooperation,so as to promote the high-quality open sharing of scientific and technological resources such as large-scale scientific re-search facilities and instruments.
