Evaluation of Gansu Province Emergency Management Capability Evaluation Based on the Balanced Theory of Emergency Management
The construction of emergency management capacity is the top priority of urban construction.Evalu-ation of emergency management capacity is the basic work that improves emergency management capabilities.This paper is based on the theory of equilibrium in the entire process of emergency management,and constructs 32 evalu-ation indicators from 7 aspects:emergency preparedness ability,emergency prevention ability,temporary risk avoid-ance ability,emergency response and rescue ability,post disaster recovery and reconstruction ability,post disaster learning ability,and emergency monitoring ability.An evaluation of emergency management ability is conducted for 14 cities(prefectures)in Gansu and Jiangsu provinces.The results indicate that:The emergency management ca-pacity of Gansu Province is at a moderate level.The emergency monitoring and post disaster learning capabilities of various cities(prefectures)in Gansu Province are relatively strong,while the emergency preparedness capabilities are weak Among the 14 cities(prefectures)in Gansu Province.Jiayuguan City has the strongest emergency manage-ment capability,while Gannan Tibetan Autonomous Prefecture has the weakest emergency management capability.Finally,based on the evaluation results,countermeasures and suggestions are proposed for the weak links in emer-gency management,providing a basis for the construction of emergency management capacity in Gansu Province.
