黄河流域甘肃段生态福利绩效评价及影响因素

文章基于超效率SBM模型、面板Tobit模型等方法,对黄河流域甘肃段的生态福利绩效进行测度,并分析其影响因素。研究结果表明:2010—2020年,黄河流域甘肃段生态福利绩效呈逐年上升趋势,地区间差异变大;除天水市外,全要素生产率水平均超过1,并随时间呈"M"型波动,其中低技术效率制约着天水市全要素生产率提升;人口密度、城镇化水平和年平均温度是影响黄河流域甘肃段生态福利绩效提升的主要因素,其中城镇化水平、年平均气温起正向作用,而人口密度则起负向影响,其他因素如降水量、教育支出、公路里程数等影响不显著。
Evaluation of Ecological Welfare Performance and Influencing Factors in the Gansu Section of the Yellow River Basin
The paper is based on the super-efficient SBM model and panel Tobit model, it measures the ecologi-cal welfare performance of Gansu section of the Yellow River Basin and analyzes its influencing factors. The results show that the ecological welfare performance of the Gansu section of the Yellow River Basin is increasing year by year from 2010 to 2020, and the inter-regional differences become bigger.In addition to Tianshui City, the total fac-tor productivity(TFP)level exceeds 1, and fluctuates in the shape of M with time. Among them, the low technologi-cal efficiency constrains the improvement of TFP in Tianshui City.The population density,urbanisation level and av-erage annual temperature are the main factors affecting the improvement of ecological welfare performance in the re-gion,among them,urbanisation level and average annual temperature play a positive role,while population density plays a negative role,other factors such as precipitation, education expenditure and highway mileage have no signifi-cant influence.
