摘要
针对目前甘肃省国家农业科技园区创新能力发展关键因素研究不足、园区创新能力发展路径较为模糊、缺少对应的理论决策依据等问题,选取甘肃省8家国家级农业科技园区2016-2022年的数据作为研究样本,建立园区创新能力评价指标体系,综合运用文献归纳法、熵权-TOPSIS模型对园区创新能力进行评价研究.利用障碍度模型探究园区创新发展的障碍因素,分析出农业园区创新发展存在的主要问题,包括农业科技创新不足、农业科技人才队伍建设滞后、农业产业链不够完善等,提出完善研发投入政策保障体系、优化资源配置集聚创新资源、强化体制机制创新等对策建议.
Abstract
Aiming at the problems such as insufficient research on key factors of innovation capability develop-ment of national agricultural science and technology parks in Gansu Province,vague development path of innova-tion capability of parks,and lack of corresponding theoretical decision-making basis,this paper selected the data of 8 national agricultural science and technology parks in Gansu Province from 2016 to 2022 as research samples,es-tablished the evaluation index system of park innovation capability,and comprehensively used the literature induc-tion method and entropy weight-TOPSIS model to evaluate and study the innovation capability of the parks.And based on this,using the obstacle diagnosis model to explore the obstacles to the innovative development of the park,this provides decision-making basis for improving the innovation capability of the National Agricultural Science and Technology Park in Gansu Province,and also points out feasible paths for the construction of various county lev-el parks in Gansu Province.
