兰州市县区科技创新能力评价及对策建议

摘要
兰州市围绕"1139"工作部署,纵深推进强科技行动,"创新兰州"建设取得重要进展.构建兰州市县区科技创新能力评价体系,从创新环境、创新资源、创新产出、企业创新4个维度对兰州市8个县区科技创新能力进行综合评价.结果表明,兰州市区域科技能力发展不均衡,城关区科技创新能力相对较强,安宁区、七里河区处于中间水平,西固区、红古区、榆中县、皋兰县、永登县科技创新能力相对较弱.通过对各县区进行分析比较,找出各自优势、劣势和潜力指标,进而提出相应对策建议.
Abstract
Lanzhou City around the"1139"work deployment,in-depth promotion of strong science and tech-nology action,"innovation Lanzhou"construction has made important progress.In this paper,the scientific and tech-nological innovation evaluation system of Lanzhou county and district is constructed,and the scientific and techno-logical innovation ability of eight counties in Lanzhou is evaluated from four dimensions:scientific and technologi-cal innovation environment,scientific and technological innovation input,scientific and technological output ability and enterprise technological innovation.The results show that the development of regional science and technology ability is unbalanced in Lanzhou.The innovation ability of Chengguan District is relatively strong,Anning District and Qilihe District are in the middle level,and Xigu District,Honggu District,Yuzhong County,Gaolan County and Yongdeng County are relatively weak.Through the analysis and comparison of each county,find out their respective strength,weakness and potential indicators,and then put forward the corresponding countermeasures and sugges-tions.
