International Scientific and Technological Cooperation under the Belt and Road Initiative:Phased Evolution,Current Challenges and Optimization Pathways
International scientific and technological cooperation has become an crucial pillar for countries to promote their economies through science and technology.Within the framework of the Belt and Road Initiative,the evolution of international scientific and technological cooperation can be divided into three stages according to its characteristics:the infrastructure phase focusing on basic construction,the development phase emphasizing practi-cal technology,and the transformation phase oriented towards patent awareness.Currently,China faces various chal-lenges in its scientific and technological cooperation practices with countries participating in the Belt and Road Ini-tiative,including communication barriers arising from differences in standards and policies,defects in project com-munication and collaboration mechanisms,limitations in technological cooperation due to a shortage of multilingual talents in high technology,and protectionism and technological barriers amid external intense competition.It is rec-ommended to enhance mutual recognition and integration of standards,optimize the communication and cooperation mechanisms,improve the cultivation of multilingual talents and international exchanges,and promote a dual ap-proach of"internal improvement"and"external connection",to elevate the level of scientific and technological co-operation between China the participating countries.
