摘要
党的二十届三中全会对进一步全面深化改革、推进中国式现代化作出了战略部署,并着力强调城乡融合与经济社会全面绿色转型发展.甘肃省县域具有独特的资源禀赋和区位条件,绿色经济发展已形成了良好基础,虽然县域绿色经济发展还存在诸多问题与制约因素,但随着相关战略与政策措施的实施,"县域+绿色"经济发展,将为中国式现代化甘肃发展注入强劲动力.因此,文章提出:(1)推进工业绿色化改造,加快构建支持县域工业绿色发展的技术体系;(2)推进农产品绿色化生产,加快完善支持县域农业绿色发展的组织体系;(3)推进服务绿色化消费,加快促进支持县域服务业绿色发展的融合体系;(4)完善绿色发展市场机制,加快形成县域经济绿色产业互促的循环体系等对策建议.
Abstract
The third plenary session of the twentieth central committee of the communist party of China has made strategic arrangements to further deepen reforms comprehensively and advance Chinese modernization,em-phasizing the integration of urban and rural areas and the comprehensive green transformation of the economy and society.Counties in Gansu Province possess unique resource endowments and locational advantages,providing a solid foundation for the development of a green economy.Although challenges and constraints remain in county-lev-el green economic development,the implementation of relevant strategies and policies will inject strong momentum into the modernization of Gansu Province.This paper proposes the following countermeasures and suggestions:(1)promote the green transformation of industries by accelerating the construction of a technical support system for green industrial development at the county level;(2)advance the green production of agricultural products by im-proving the organizational system for county-level agricultural development;(3)foster green consumption in the ser-vice sector by enhancing integration mechanisms to support the green development of county-level service indus-tries;(4)improve green market mechanisms by accelerating the formation of a circular system for mutually reinforc-ing county-level green industries.
