基于普适型仪器监测的滑坡预警成功案例分析与启示——以灵台县中台镇水泉村尹家沟岭社滑坡为例

摘要
滑坡监测预警是最为有效的防灾减灾途径之一,近年来以普适型仪器为骨干监测手段的专群预警体系建设取得了巨大进展,但也面临着预警成功率低,预警指标选用、预警模型设置和预警响应机制建设等关键技术尚待优化的问题.为进一步提升普适型仪器监测点预警成效,以甘肃灵台县中台镇水泉村尹家沟岭社滑坡普适型监测预警点为例,对监测方案设计、预警模型建设、预警判据设置和预警响应机制等监测预警工作的全流程进行分析研究、经验总结.研究结果表明,监测预警系统可以捕捉到监测点的变形信息,数据可靠,采用普适型监测设备对地质灾害隐患点进行监测完全可行,完备的预警响应机制也是有效预警的基本保证.研究成果为类似专群结合监测预警点建设提供了可参考的解决方案.
Abstract
Landslide monitoring and early warning is one of the most effective ways to prevent and mitigate disasters.In recent years,great progress has been made in the construction of early warning system of geo-logical disaster special group combination with universal equipment as the main monitoring tool,but it also faces the problems of low success rate of early warning.Selection of early warning indicators,setting of ear-ly warning model and construction of early warning response mechanism,and other key issues still need to be improved.In order to further enhance the effectiveness of early warning of universal equipment monito-ring sites,this paper takes the example of the universal monitoring and early warning site of Yinjiagouling community landslide in Shuiquan village,Zhongtai town,Lingtai county,Gansu Province.It analyzes and studies the whole process of monitoring and early warning work,such as monitoring program design,early warning model construction,early warning criterion setting and early warning response mechanism,to summarize its experience and insight.The results of the study show that the creep deformation of landslide was captured by the system and the data is reliable,the use of universal equipment for geological hazard is completely feasible,while a complete early warning response mechanism is the basic guarantee of effective early warning.The results of the study provide a reference solution for the construction of similar combined special group monitoring and early warning points.
