In order to solve the ecological baseflow problem of Hutuo River below Huangbizhuang and alle-viate the conflicts among water users in the Hutuo River basin,a study was conducted on the water re-sources allocation in the baseline year(2020)and the planning year(2025)of the Hutuo River basin under flat,dry and extra dry conditions by generalizing the ecological baseflow virtual unit,optimizing the ecolog-ical baseflow water supply sequence and constructing a regional refined water resources allocation(GWAS)model for the northern section of the Hutuo River basin.The results show that the water demand for do-mestic,ecological and industrial use in the base year and the planning year is basically satisfied,but there is always a shortage of water for agriculture,in which the comprehensive water shortage rate in the base year is 5.48%in the flat water year,10.80%in the dry water year and 13.37%in the extra dry year;the compre-hensive water shortage rate in the planning year is 8.15%in the flat water year,13.15%in the dry water year and 17.24%in the extra dry year.Agricultural water shortage is common in different level years,but basically can meet the requirements of sustainable development of the region.The results of the study can provide some reference for the water allocation and the guarantee of ecological base flow of the river in the region with poor water resources background.
