The theoretical paradigm of"the governance about public opinion from emergency"is based on three as-sumptions:public opinion development hypothesis,government action hypothesis and general public opinion hy-pothesis.The first two are the consensus of theoretical construction,while the third hypothesis ignores the particu-larity of"public opinion from emergency"in the genesis."Scenes"has dual meanings of"natural"and"construc-ted",its elements are related to"emergency"and"public opinion"respectively,and there is a distinction between"political field"and"social field"due to the public and private boundaries of a country.The evolution of the"natu-ral"scenes to the"constructed"scenes,the reaction of the"constructed"scenes to the"natural"scenes,and the e-volution of the"natural"scenes from the social field to the political field,public opinion from emergency depends on the above three interrelated"scenes"change processes to form the generation chained mode.Therefore,the es-sence of government governance is to take measures to interrupt"governance point"in the generation chained mode of"public opinion from emergency".
