Academic Explication of Emphasizing Coordinated Development and Security in Further Comprehensive Deepening of Reforms
Since the founding of the People's Republic of China,the Communist Party of China(CPC)has continuously deepened its understanding of the dialectical relationship between development and security based on social and historical developments.Prior to the reform and opening up,our Party focused on defending sovereignty and political power through military means.The Third Plenary Session of the Eleventh Central Committee opened a new era centered on economic construction,reform and opening up,and socialist modernization.The Third Plenary Session of the Eighteenth Central Committee initiated a new journey of comprehensive deepening of reforms with a systematic overall design.Coordinating development and security has become an important strategy and major prin-ciple for governance in the new era.Emphasizing the coordination of development and security is also a prominent feature of the"Decision of the CPC Central Committee on Further Comprehensive Deepening of Reforms and Promo-ting Chinese path to modernization."Theoretically,this coordination is deeply grasped from three dimensions:"up-holding a systemic perspective""upholding people-centeredness"and"upholding the principles of innovation"while maintaining core values.On a practical level,it is crucial to focus on key priorities:Firstly,consolidating the fun-damental guarantee by improving the party's leadership level and long-term governance capabilities;Secondly,a-chieving safe development by strengthening institutions and mechanisms that promote high-quality economic devel-opment;Thirdly,building a higher level of peaceful China by advancing the modernization of the national security system and capabilities.Through a combination of measures and enhanced synergy,we aim to achieve a virtuous interaction between high-quality development and high-level security.
