摘要
科学保护利用林地,充分发挥林地资源的生态、经济和社会效益,是全面贯彻绿水青山就是金山银山理念的重要举措.本文梳理了近年来甘肃省林地定额管理情况及其取得的成效,客观分析了占用林地定额管理面临的影响因素增多、保护与发展矛盾突出、违法占用等问题,从强化定额管理、增加省级定额灵活度、完善信息互通机制等方面提出科学管理占用林地定额和促进林地保护的对策.
Abstract
Scientific protection and utilization of forestland play significant roles in achieving ecological,economic and social benefits.It is an important measure to fully implement the concept of'Clear waters and green mountains are as good as mountains of gold and silver'.This paper combed the outcomes of forest land quota management in Gansu province in recent years,objectively analysed the underlying problems,such as increase of influencing factors,the outstanding contradiction between protection and development,illegal occupation,etc.Eventually,this paper also proposed some countermeasures on strengthening quota management,increasing provincial quota flexibility,improving the information exchange mechanism of scientific management of forest land quota to promote the forest land protection.
