Research on policy options for rural industrial revitalization in western ethnic areas——Based on the perspective of policy tool combination in Liangshan
The revitalization of rural industries is often inseparable from the support of industrial policies,especially in the process of moving from traditional industries to modern industries in western ethnic areas,policy innovation is required,but the effect of industrial policies is still highly concerned by all sectors of society.Based on the perspective of the combination of policy tools in Liangshan,this paper analyzes the"strengthening"and"crowding-out"effects of the combination of policy tools,finds that there are leakage effects of policies such as adverse selection and rent-seeking behavior in the implementation of industrial policies,analyzes the mechanism of policy selection tools to promote the revitalization of rural industries,and puts forward relevant suggestions on combining the direct effects of fiscal policy and the indirect effects of monetary policy in the process of promoting rural industry revitalization,changing the mode of financial support policies,strengthening industrial policy supervision,optimizing the policy implementation environment and other policy optimization implementation.
