摘要
2019年国家提出建立国土空间规划体系,实现"多规合一",强化国土空间规划对各专项规划的指导约束作用.村庄规划作为乡村地区的详细规划,是乡村地区规划管理的法律依据,对于乡村振兴具有重要的引领作用.然而传统村庄规划却存在脱离村庄实际、背离村民意愿、照搬城市模式、实施性差等问题,本文结合甘肃省临洮县边家湾村村庄规划编制实践,在全面认知村庄现状的基础上,深入调查了解村民意愿与诉求,从尊重村民主体地位出发,探索基于村民意愿的村庄规划思路和策略.
Abstract
In 2019,the state proposed the establishment of a territorial space planning system to achieve"Multi-planning in one"and strengthen the role of territorial space planning in guiding and constraining special plans.Village planning,as a detailed planning of rural areas,is the legal basis for planning and management of rural areas,and plays an important leading role in rural revitalization.However,there are some problems in traditional village planning,such as deviating from the reality of the village,deviating from the will of the villagers,copying the urban model,and poor implementation.Based on the practice of village planning in Bianjiawan village,Lintao county,Gansu province,on the basis of understanding the present situation of the village,this paper investigates and understands the willingness and demands of the villagers,and explores the village planning ideas and strategies based on the villagers'willingness.
