摘要

数字乡村建设既是"数字中国"建设的重要内容,也是促进城乡融合发展的重要手段,更是实现乡村振兴战略的重要发展方向.选择西部欠发达地区甘肃省庆阳市为研究区域,通过调查和数据对比分析,发现庆阳市数字乡村建设存在基础设施建设滞后、数字化素养不足、数字化人才匮乏、技术创新与应用推广不足、政策体系与协调效能有待加强等困境,提出推动庆阳市等西部欠发达地区数字乡村建设应从加强基础设施建设、增强数字化素养、培养数字人才、重视技术创新、完善政策体系等方面发力,促进西部乡村数字化建设,整体推进农业农村现代化高质量发展.

Abstract

Digital village construction is not only an important part of the"digital China"initiative,but also a crucial means to promote the integrated development of urban-rurals,and more importantly,it is an important development direction to realize the strategy of rural revitalization.Taking the underdeveloped western region of Qingyang,Gansu province as the research area,through investigation and comparative data analysis,it is found that the digital village construction in Qingyang is hindered by lagging infrastructure construction,insufficient digital literacy,shortage of digital talents,inadequate technology innovation and application promotion,and the need to enhance the policy system and coordination effectiveness.It is proposed to promote the digital village construction in Qingyang and other western underdeveloped areas by strengthening infrastructure construction,enhancing digital literacy,fostering digital talents,prioritizing technology innovation,and improving the policy system.These efforts will facilitate the digitalization of rural areas in the western region and push forward high-quality development of agriculture and rural areas.
